My guess (following the same logic which the WAC employs) would be that the WPZS as A non-public entity can enact any plan they need in spite of constraints put on the actual land entrepreneurs (Metropolis of Seattle).The Discussion board is going to be down for around an hour or so this weekend for servicing.
